If a Hyperion were to use heavy maintenance bots on itself, would they benefit from the 7.5% per level repair bonus?

You cannot order drones to repair yourself, unfortunately.

Also: no, they would not receive a bonus. Drones have their own separate bonus. Check out the Exequor.
