Locator agents and standings

I've tried searching but all relevant threads are old and things can change.

I have decided to do something more interesting and wish to gain access to a level 3 (maybe 4 depending how painful it is) locator agent. But I have never really done the mission thing and am confused by the whole 'standings' thing.

Standings of 3.0 are required to use the agent. Is that Faction, corp or agent?

What is the fastest way to get said standings? I REALLY don't want to do missions - can I just buy standings somehow? What are criminal tags used for?

I'm off to bed so don't think I'm being rude if I don't respond for a while. I won't be doing it with this character but rather an alt I can leave in the station.

Faction and Corp.

If you got 3.0+ with a corp you can use L3 locators from that corp, if you got 3.0+ with the faction you can use all L3 locators from that faction.
