WTB: PvP Specialist, 80m+ SP, ~50b budget

I'm looking for a PVP-focused character with basically-perfect support skills; preferably sup-capital, but I'll look at anything.
The optimal character would be able to fly the good Command Ships with mindlinks and near-perfect weapon skills.

Thanks for reading, and let me know if you have suggestions for me.
My budget is flexible, but I'd prefer to spend less than 50-ish billion.

Things I'm looking for:
Recon Ships V, Command Ships V, Medium gunnery specializations.
If you've injected Command Ships, it should have the needed investment in Leadership as well.
Cloaking V and Cyno Theory V highly preferred.
If you've injected Advanced Spaceship Command, it should also have Capital Ships V.
If you've injected Carrier, it should have Carrier V and max jump skills.
If you've injected Dreads, it should be able to use T2 siege modules.

Aztoc: Needs several months of training to fly Black Ops, but very nice character; best of luck with your sale.
Clorinda: Interesting character.. still needs a couple time-consuming things but very cool already. Disciplined of you to train Capital Ships V before any carriers etc :)

*Aready flies BLOPS with covert portal and perfect jump skills.
*Cap ships 5 is trained as he was on the road to being a titan booster (maxed leadership skills) but other than that has no cap training
*Has about 4.7m sp to allocate, so he can be exactly the way you want him nearly instantly.

Interesting character; I will ponder it.
Meanwhile, keep them coming;
Focus on Command Ships and Recon Ships is a plus; Jethro there is great because he has max Leadership, etc.
