High Sec Systems - Off Limit To Player-Owned POS's

Anyone know all the high sec systems (0.5 - 0.7) where players are not allowed to establish POS's ?

afaik, the only limit is finding a free moon, most the systems that needed a reduction in stuff (like Jita) are all above 0.7 and thus not anchorable space anyhow.

Also, I find it interesting that there are some high sec systems with PI not allowed. Fricoure in Sinq Laison comes to mind.
