[WTB] PVP character Gallente/Minmatar 20-30B Budget

Hello

I would like to purchase a PvP character who can fly most sub caps well.
The character should have :
- Excellent skills in gunnery
- Good missile skills
- Good engineering / Navigation / Mechanics / Drones
- Majority of T2 ships can be used

Skillpoints between 60-90M SP, for a budget of 20-30B.

amarr/caldari/gallente/minmatar frigs, cruisers, destroyers, battlecruisers, strategic cruisers, HACs, HICs, recons, command ships and battleships with good gunnery and missiles.

He also has 3 clones with sets of HG Snakes, HG Crystals, HG Slaves each with 5% implants. (The HG Snake one has 6%'s), so there are over 6 bil isk in implants

lots of good agents available ( check the standings )

also a good NAGLFAR pilot for WH. It can use siege II and the capital projectile turret and currently training minmatar dread to level 4.
