Force Recons & Covert ops Frigates should get a skill bonus to Probe Launcher CPU reduction add on with the Covert ops cloaking device per Level. Or Just have a 80% reduction to probe launchers built in to the ships. I guess you can do the same for the covert ops subsystems for T3's too.

Why is this needed? what were your thoughts behind this? Do they take too much now? What's the counter-balance to this? What would this accomplish\achieve?
