If you have some time left skill him for Drones and once you've achieved that goal and still not selling him go for T2 Ships (Recon,Hac,T3 Gallente aso).
The Missiles skills seems to be okay, put some more into subsystems and he will be fine.
Would be a good main for FW/pvp/pve with some more skills into tanking

Right now I would start an auction around 9b and sell to any bid above 12.5b
