Why does CCP ignore the Incursion imbalances for years plus?

having run an incursion in every sec status and with both armor and shields i see no reason to go back to armor fleets

Shieldtanked == more dps, less tank
Armortanked == less dps, more tank

why in hell should ccp Balance that to ensure equality in Speed in incursions? it's not incursions online it's eve online.

3 lows and 2 rigs is more than enough to armour tank Incursions. Hell you can do it on a Paladin with 2 lows and no rigs, which leaves 5 low slots for damage mods.

Anyone complaining that armour ships can't fit for gank is over-tanking their ships.

Its just like you can sub and 1 slot tank many t3s if you have reliable boosts and good skills.
Armor fleets also haven't put as much effort into new fittings and pushing the envelope, so they aren't running quite as refined of tactics for speed. The majority of their implementation seems to be and have been on survivability uber all, so the communities that either require full shiny or run optimized for speed with much smaller safety margins will be faster.

So essentially the problem has nothing to do with the armor tank, or the ships, and everything to do with the reliability of their Logistics.

Things that keep me up at night;  Why do we use a voice communication device to send telegraphs? Moore's Law should state, Once you have paid off the last PC upgrade you will need another.
