Target list overview 'lock' doesn't lock reliably

I've noticed that the behavior of the overview has changed some. Before, when I rested the mouse pointer on the overview, the target list would freeze so that I wasn't having to chase things on it. Now it attempts to lock for a brief second, then fails, then tries again, so that I'm once again chasing items and misclicking targets.
