Public Contracts - Allow Cross-Region Acceptance

Currently: You cannot accept Public Contracts that are in a different region

Fix: Allow acceptance of public contracts across EVE

Reasoning: You can do it with private ones, so let us do it with public ones. It is an inconvenience really.
