Newbie logi question regarding "You cannot blah blah blah" message

Several days ago I was in a fleet as Scimitar. A Nightmare pilot broadcasted for shield. I got him locked and tried to activate my Large Shield Transporter.

But instead I got this message "You cannot activate that module on the target as interference prevents assistance from being given to them".

What could be the reasons for this message? I watched this Nightmare died and could do nothing.

The only reason for this that comes to my mind is that he was flagged to yellow, but I had no time to check this. Can this be the cause? Might there be any other reasons?

Could be because of agression mechanics in combination with your safety settings.

In what security system was this and how did you have your safety settings setup?

This was in highsec incursion fleet. My safety was set to green.

This is a really silly thought, but are you sure you didn't accidentally try to rep one of the NPC nightmares? It was an incursion after all... Just a thought.

if you're repping someone who is suspect or has a limited engagement you have to set your safety to yellow. As a result you will become suspect doing this.

If he was a suspect (yellow) it makes perfectly sense.

Though I wonder why a nightmare in an incursion fleet has a suspect flag. As far as I know, that is not common practice. What?

Yes, I have no doubt it was not NPC Nightmare. I targeted that ship from history log, where he has broadcasting for shield.

Well, then it's settled. That fleet was gathered in a big hurry. So I believe FC didn't check everyone very strictly. So a single pilot with suspect flag on could freely come into the fleet. After all, if that was the case I think that was this pilot's own mistake.
