NPC Refining Tax Question: Different Rates?

My understanding is that all NPC corps charge 5%, reduced by standing. However, I've just noticed that one corp (Federal Defense Union) charges less despite my having a lower standing than with others.

Numbers:

corp; base; net; standing; we take

Corp1; 50%; 96.2; 1.63; 3.78%
Corp2; 50%; 96.2; 1.50; 3.87%
FDU; 50%; 97.6; 0.00; 2.50%

I've never come across anything discussing this. Are militia corps different (my Gallente Federation effective standing is 1.74)? What?

But yours still says 0.00 standing, so I'm not really sure.

I definitely did confirm this through experimentation. At a Gallente milita station with zero personal standing, I receive a refining tax rate based on my faction standing. Other "Member of Gallente Federation" NPC corporations use their specific standing, as expected. I'm not sure what would happen if I had a non-zero standing with this militia corp, and also not sure whether this is intentional, or a bug.

Corp1 & Corp2 look fine:

Tax = MAXIMUM( 0 , 5 - 0.75 * standing )

1.63 standing: 3.7775%
1.50 standing: 3.875%

I can't find anything specific on warzone benefits for reprocessing / refining, though many have brought it up, and I think it was a CSM point.
