Launcher crashes on installing patch

So i cant get anything to work at all.

I download the launcher update and than it just crashes when it trys to install the patch.

Repair tool wont run because it says the launcher is already running even when i fresh start my pc.

And downloading a new repair tool does nothing.

why do we even need this pos launcher?
