Not really.

Webs are stronger than web drones and reducing a target's speed by 22% somewhere out at 50km seems rather pointless when it means I can have 144 DPS more instead. This is the case for 5x Valkyire SW-600 versus 5x Vespa IIs, both having a speed of about 2400-2500 m/s.

The web effect gets penalized and web drones then have a speed limit of their own and cannot catch up with every ship, which brings only new problems.

Gang links, overheated MWDs and ship bonuses to webs shift this only more out of balance.

What?

Might be that when one drops a single combat drone for a web drone (thereby avoiding the stacking penalties) that it could make up for something, but a single drone is killed easily.

Loss is meaningful. Therefore is the loss of meaning likewise meaningful. It is the source of all trolling.

There's a breakdown and some of my opinions on webber drones. The short of it is that they suck. Even 5 heavy webber drones only produce a 46% reduction in target velocity. Prior to the "nano nerf" they were comparable to meta 2 or meta 3 webbers, now they're worse than meta 0 modules.

Also, before someone tries to butt in with webbing drones not being stacking penalized, they are. Five heavy webber drones on a covert ops frigate dropped its velocity by 46%, not 67.232% as you might expect to see from 5 20% velocity reductions with no stacking penalties to any of them.
