Hi there is it likely I'd be able to solo c2 data relic and combat sites in a c2 with either a prophecy or a harbinger with fairly respectable skills? If not which ship types would be needed?

Yes, any battlecruiser will do fine in a c2.

Can't speak for Amarr or Minmatar. But, pre-rebalance it worked out to take a Drake about 30min/site with ok skills and a Myrm with higher skills to be 45minutes. It's been a long time since I ran C2's for isk.

Don't ban me, bro!

A properly fit and flown Drake will take about 10-15 minutes to clear each combat site in a C2. Then you come back and salvage. You did BM a wreck, right?
Dualrep Harby worked well back in the day as well, but I haven't used one in ages. You needed to watch out for neuts in a couple sites and not cap yourself out, but it was very doable.

Radar/mag sites (im sorry, Data/Relic sites...) are generally a bit tougher than the combat anoms. For instance, those sites in a C2 are going to play much more like a C3 combat. Passive Drake still works here, but you need to up the tank a bit at the expense of DPS, and they start to take too long (for me anyways).

eve-survival.org has descriptions of the sites in each class of WH, and provides incoming DPS figures for each wave. Very useful to determine how much tank you actually need.
