a ship that is flashing yellow (suspect) can I attack in high sec?

Yes. Just be aware that he/she can attack you back as soon as you aggress them.

Yes, you can attack them in high sec. But beware, there will be no Concord intervention to save you if things don't go your way.

There are quite a few players who will intentionally steal loot from wrecks in order to get a "suspect" flag, and then wait for someone to engage them.

These players are usually in pvp-fitted ships and are hoping that someone in a lesser ship, or someone with lesser skills will engage them. This is known as "baiting" and it's done quite often in newbie systems, but I've also seen it done in a lot of 0.5 systems by bored low-sec wannabes.

Also, hijacking the thread a bit, what is the punishment for podding in high sec (other than losing your ship to CONCORD)?
I know you lose security status but I couldn't find how much

I've seen some guys with red backgrounds and huge bounties wandering in their pod in Jita, so I was wondering if it was worth to take the opportunity...

Suspect = Free game for anybody without CONCORD showing up.

Shooting someone gives them the right to defend themself (aka shooting back) so again, no CONCORD.

Calculations on sec status drop depend on 4 things:

1. Ship type.
2. Sec status of the system (1.0 systems have a higher drop then 0.1 systems)
3. Sec status of you
4. Sec status of the person you shoot.

3+4 combine...if you are -10 and shoot a 5 guy, the hit will be bigger then the other way around.

So the sec drop is variable even for podding?
Also, what is the difference between the suspect with the yellow background and the people with red backgrounds

I think I may take the chance the next time I see a pod wandering with a high bounty on it Twisted

last time i shot a flashing pod in high sec was a .08 starter system.

lost 48.6% Shocked faction standing with the starting school corporation.

no sec status loss

no other penalties

then again 48.6% brought me from +.98 to -3.01 in one swoop. so up to you honestly.

Yes. Imagine player X is suspect. You are not. You decide to attack player X. You will now share what is known as a Limited Engagement (LE), indicated by that blue icon in the top left of the screen. People sharing a LE can shoot each other without CONCORD intervention, and that includes the pod. Agressing a Suspect in hisec simply generates a LE just like a duel would. Pods are fair game in these situations.
