During the heyday of Incursions, there were like 600+ players on the BTL Pub channel that could potentially connect to EVE Voice during a big public meeting.
Whether all of them joined voice is debatable, but EVE Voice held steady.

Incursion MOM fleets (about 80 ships) used to be run on EVE Voice until the old guards left and the newer players preferring TS3 (mainly due to its easier chan management and separation from the main EVE client). Nowadays, EVE Voice have been fairly reliable (at least to me) for small fleets everyday use. There's one fleet which runs on EVE Voice everyday for incursions :)

Personal choice, I tend to avoid TS3 due to the fact that the client IP/country is traceable by whomever manages the server.
A little paranoia can be a good thing ... this is EVE after all :)

Edit:
It's not that hard to test the limits of EVE Voice.
Get everyone on your alliance channel to join voice and see how that goes.
