Incursions: Refusal of the call

Almost always, the incursion runner initially balks at the call. He or she is being asked to face the greatest of all fears, no highsec incursions. This hesitation signals the onlookers that the ones who WILL pop highsec incursions are awesome, radical, and players refusing to come could lose reputation and be called carebears (ironically). Keith Planck says:
