1. Has to have a good Name
2. PvP focus (other skills considered but it has to be able to fight)
3. Sub-capital racials pref to 5
4. Sub-capital t2 guns
5. Capitals in at least one race fuctional in combat
5a. triage and/or siege is a massive +
6. Pirate standings would also be a massive +
7. Empire access isnt needed but would be a nice +

Budget: 20b - 40b looking to spend around 30b with alittle wiggle room depending on the char.
