I have a quest its about number 6 of 10 from same guy it says,

Condition must be met: Meet up with the pirate at the repair outpost. Follow his instructions and then report back to your agent.

ok I undock, set destination, warp there, press approach, and nothing the pirate ship is there but he says nothing ,

What am I doing wrong?

I am fairly sure you have to shoot him

If thats the mission I think it is, then you need to shoot the pirate. During the fight, he'll say something about you joining a pirate faction. After you destroy him, he'll say something about leaving in his pod.
I could be wrong though... Try to find a guide for the mission, there are plenty of them around, just use Google...

There should have been a pop-up window when you warped to him that "talked" to you.
Read those pop-up windows!

And yes, you have to shoot him.
