Almost exactly what you're looking for. Virtually no SP outside of what you asked (Except for Survey, bombing, and some misc skills - the survey gives you more scanning options, like gaze, and you can bomb)

The supports are 3, not all V, but remember: with the new odyssey modules, supports IV + astro V + support = you can scan down everything.

Low price to boot. Currently training the scanning supports.

EDIT: Make that astro V in an hour, I went over SP and got blapped.
