Class 3 WH tengu or loki solo fit

I'd like to know a good fitting for a solo explorating tengu/loki.

I appreciate any advice.

I'd like to keep the fitting under 1bill.

I like - http://eve.battleclinic.com/loadout/37485-Passive-Loki.html

You can tweak it to fit a cloak/425's if you so desire and it does very well against neuts.

Cheap as dirt too, but everyone wants to put faction boosters on it so they rage.

What do you do against the Cruiser who web and neut at 30km?
They fly like with about ~300m/s away from you, no?

Can you kill them with barrage?

Falloff with barrage is about 30km depending on skills/mods/220's vs. 425's, yeah

But can you break their tank at that range?
Sounds nice, maybe i should give a similar fitting a try.
