If you put a bunch of boosters in a courier contract hidden in a can what would happen?

Would they get busted for smuggling?

I'm pretty sure you aren't allowed to hand out drugs in starting systems anymore and was thinking of new uses for them. I'm not really sure what the smuggling changes were either.

I'd make them haul my thousands and thousands of slaves across empire space, but apparently we can't put illegal goods in contracts. It’s legal in Amarr space, so why can't I!?
