I posted this several days ago in the Oddessy issues thread in the Eve Info forum. There still hasn't been a post from a Dev in that thread since the day mentioned in the quote.

they stop reading those a few days after the patch ... they're onto the next thing.

With the increase in shiptoasting, the Report timer needs to be shortened.
