Repair and patch process freezes: CANNOT PLAY

Background: Just before the patch I moved to Guyana. I placed a 26 day skill in my skill queue and hoped to be able to get the update once i got here. My connection has frequent corrupt data and loses connection on an hourly basis so downloading the eve client without a torrent is impossible.

Issue: Using the launcher produces no errors. Everything validates. I am able to log in but I get an Incompatible (Protocol) error from the client. The client offers a patch which I download. The patch runs and at some point begins consuming all cpu resources on the core its running on. It never makes any progress from that point. When I run the repair tool it begins freezing at (3/7) Downloading recipes: Initializing ... With exactly the same symptom of consuming all CPU resources on its core. Since neither the patch, repair tool, or the launcher can update my client I am unable to play.

What I've tried: Ran everything as admin, added a security permission to the folder tree that allows 'Everyone' all permissions, downloaded a new repair tool from the website, cleared EVE's cache and deleted all my temporary files, rebooted and retried everything. deleted the common.ini file to force the repair tool to get a new one, manually refreshed the two informational pages (cant find the links now) that the repair tool or launcher uses to get current version information. When I tried deleting the majority of the smaller files (~260mb of 18gb) including all the executables and most of the folders including the launcher the repair tool functioned properly up to a certain point. It downloaded all of the data then froze again towards the end. The client tries to download a 23.18mb file but it freezes as soon as it finishes downloading. I've ruled out corrupt data as the culprit but not high latency.

My skill queue is empty in 10 days. I'm very short on time. I will try getting a US friend to put up an Odyssey torrent and just reinstall the client. That download will take over a week at my speeds. In the mean time please try to help me get this solved.

NOTE: Please DO NOT comment without reading my issue thoroughly. Please only offer technical assistance. No suggestions to stop playing eve or to move back to the US. If you have no experience with these issues it would be best if you left the posts to someone who can actually help. I also do not need to know that you had the same problem or still do. I'm looking for a solution to repair my current client or an understanding of what may be the issue or perhaps a suggestion to try something I haven't. Also: If anyone knows of an existing torrent for eve I'd appreciate the link.
