[I-RED] Outlaw Status - Tibus Heth

As of 16:00 YC115.06.18, Ishuk-Raata Command and Board of Directors voted unanimously to accept the judgement of the Chief Executive Panel regarding the status of Tibus Heth. Relevant Ishuk-Raata policies including standings, rules of engagement, and trade policies will be updated accordingly.

Ishuk-Raata makes the following Statement of Intent:


  • Tibus Heth will be re-categorized a Terrorist and Fugitive of the Caldari State. Ishuk-Raata has issued a Capture-or-Kill directive for Tibus Heth. Capsuleers found to be assisting or abetting Tibus Heth will be considered aiding a known criminal, issued (-5) standings, and attacked on sight where possible.

  • The Caldari Providence Directorate will be re-categorized as an outlaw organization. Ishuk-Raata has issued a Capture-on-Sight directive for any and all members of the CPD. Capsuleers known to be affiliated with or assisting the CPD will be given (-5) standings and attacked on sight where possible.

  • The Templis Dragonaurs will remain categorized as a terrorist organization. Ishuk-Raata's existing Kill-on-Sight directive for the Templis Dragonaurs will remain unchanged. Capsuleers known to be affiliated with or assisting the Templis Dragonaurs will be given (-10) standings and attacked on sight where possible.

  • Trade and Standings agreements with entities known to be affiliated with or assisting Tibus Heth, the Caldari Providence Directorate, or the Templis Dragonaurs will be considered null and void without further notification or recompense.


These policies remain subject to change.

Some of your Gallente allies consider the State Protectorate the capsuleer arm of the CPD and assisting in its goals. Are you hereby declaring war on the State Protectorate and its member corporations?

The State Protectorate is an offshoot of the Caldari Navy formed by the CEMWPA.

It was the Caldari Navy that first responded to the seizing of Haatamo station and later stormed the station in an action to put down the Provists and capture Heth.

Come now, do you really think I-RED is either foolish enough to conflate pilots like myself with Tom Horn and his ilk or idiotic enough to declare war on the pilots at the sharp end of the war against the Gallente?

The State Protectorate pilots have been on the forefront of EVERY single confrontation of Heth's poisonous agenda.

For the first time since I started the conversation, he looks me dead in the eye. In his gaze are steel jackhammers, quiet vengeance, a hundred thousand orbital bombs frozen in still life.

No, we are not.

The statement is quite clear, and makes no mention of the State Protectorate for a reason. Capsuleers known to be affiliated with or assisting the Caldari Providence Directorate, meaning the Provists themselves, are who that statement refers to.

I realize you may have a less than impressive opinion of Ishuk-Raata, but we do not share the same viewpoints as the Gallente or Federation. What they think of the Protectorate does not concern us, and it certainly does not dictate our policies. We do not consider the State Protectorate to be the capsuleer arm of the CPD. While it may be true that the existence of the State Protectorate has furthered the goals of the CPD, the same could be said for every citizen of the Caldari State for the past five years. We've all played a part.

I'd also like to point out that several formerly Provist-aligned State Protectorate corporations and pilots have renounced their loyalty and support of Tibus Heth and the CPD. These entities will be considered neutral.

Even if Heth started the war, it does not mean everyone fighting in it is a Heth supporter.
Don't mistake Gallente propaganda as truth.

Whilst I might agree wholeheartedly with the sentiments expressed in this communique I do not think every State Megacorporate affiliate feels the requirement to re-affirm their loyalties and commitments to the Caldari State and make clear what any true, patriotic Caldari citizen already knows as their duties and obligations.

Previous to this decision, Ishuk-Raata continued to acknowledge the position of Tibus Heth as Executor of the Caldari State, despite our strong opposition to him. Direct action against the CPD itself was obviously forbidden, and Ishuk-Raata complied with all mandatory legislation issued by the CPD and CEP during Heth's tenure as Executor of the Caldari State.

The decision to issue a warrant for his capture among our own pilots marks a significant departure from previous policy. Furthermore, many aspects of this decision directly affect other capsuleers, and we felt it was only proper to duly inform others via public memorandum of our intent.

It is, in fact, fairly odd that we are even making this announcement at all. Despite our grudging acceptance of Heth as Executor, we were often leaders of vocal opposition to his policies. That we are now announcing such things as in the OP may sound a bit obvious and redundant, when our history is considered.

You are quite right then, Gesakaarin-haani. We do not need to re-affirm anything.

We'll make no such request to the CEP. I'm sure if they feel the need to address it, they will. If not, they won't.

As for my tone, you are not mistaken. Perhaps it is habit. The IGS has proved to be such a tiresome place.

To be quite honest, this seems largely redundant. Tibus Heth is a wanted man by both the CEP and CONCORD. Any Caldari-affiliated corporations which follow the rule of law already came to this conclusion as soon as the CEP made their statement days ago.
