Low Sec Planetary Interaction

I am looking for a fairly secured low sec system in the Heimatar or Metropolis regions (or close by) to operate neutral planetary production. In return for pocos with reasonable tax rates and secure travel (blue standings) you will receive poco tax receipts. Other agreement details to be arranged based on locale, planet availability, etc.

Are there any corporations interested in this sort of arrangement? Any with standing services like this?
