Fleet Bonuses

I am training a Cpl of my alts for fleet bonuses but am unsure how the layered bonuses work if at all. As in fleet commander- wing commander- squad commander.

I have been searching the web and the forum but cant find the information I am after.

If somebody can link me or explain to me it would be appreciated.
