There are otherways to draw their resources then fighting, train cloaking 1, get a crap ship, fit with cheap mods, and a cheap cloak, then flood their areas with presence, if no one is there you can tag their structures, and then go into hiding, keep doing that, and they need to keep a presence, also, while your in systems, they need to guard their transports, miners need to look ower their shoulders, things suddenly become troublesome, they know your there, but they dont know really who

At times just shadow play can do more damage then trying to actually kill or blow up things, in any case good luck on your task, and no matter how it goes, have fun !

battle procurers are really good for invading goons.they can really tank

I've seen this before, its the high-sec tactical blind-lemming-strike.

One by one the sector fills up with high sec wrecks, the enemies overview is overwhelmed resulting in a temporary blindness.
