At an attempt to actually answer OP:

TEST & Friends had the HBC down south a few months ago, with TEST leading the coalition.
A new coalition leader was put in place (Sort Dragon) but he somehow got it into his head that this gave him actual power, so he started giving ultimatums and such, which TEST didn't like. So TEST said "have fun running this coalition without us" and peaced out.

The HBC essentially folded after that, and reformed under the name Dinner Squadron or something equally stupid.
Things were relatively peaceful for a little while, until PL, NCdot, and some Goons started poking about in delve.
Fights were had, and everyone had fun. TEST "won" by stopping the "invasion" after a few fights in 1-S, and the few Goon squads who were deployed pulled back to the north.

Not one full week later, Goons (all of them this time) deployed to fountain for a "real" "invasion," which is where we are now.

Who's on what side and why depends on who you ask on what day of the week, but for the most part its TEST vs Goons, and everyone else is just there to shoot everyone else. PL and NCdot have been helping TEST for the most part, BL was working independently up north, but because they were fighting Goons, it could technically be called "helping TEST."

Goons just paid BL to stop shooting their stuff up north, but it seems that they are not allied, only a "no structures" pact.

As the fight goes on, all "neutral" parties have a chance to flip sides, pull out, or basically do anything. The only constants are TEST vs Goons, everyone else is a wildcard.

The domestic cat[ (Felis catus or Felis silvestris catus is a small, usually furry, domesticated, and carnivorous mammal.

Not exactly. NC. has decided to help Test. NC. also invited their allies (N3) in. This has turned the tide against Goons, who then decided to make a deal with BL.

what happened to that ultimatum then? i've read that test is losing moons which must be their sort of income. they seem to be in a tough spot. wasn't someone also invading delve?

It wasn't an ultimatum, CFC just desperately needed to limit this to a one-front war and tried throwing money at the problem; as yet, nobody knows how much they promised (or paid) to keep BL from taking advantage of the situation to put an even more serious hurt on the CFC.

Goons are trying to spin this in a positive light, but the noobish, casual TESTies and their not-so-noobish allies are really putting the screws to the Goons. Goons could still "win" some extra moons and additional sov - or they could get gutted pretty bad before suing for peace.

Fountain of course where TEST and CFC are brawling, with N3 Support (NC./S2N and the rest of the gaggle.)
South former HBC (Dinner Party or some ****) in the south are leaning on Tribal Band.
East, SOLAR FLEET is starting to break out and lean on RA and N3.
South 2, DD is beginning to push on the Dinner Party (or some ****) and ~A~ is seeing a sizeable increase to Membership.

Tribute/Vale BBC. and N3. are leaning on the soft alliances in CFC underbelly. Or were remains to be seen how the BL. buyout affects this.

Pretty much head in a direction and you will find fights.

(TEST has not PETS, it is literally them and Tribal Band, with N3. jumping in to shoot CFC.)
