sensor booster and ship base range

I hope someone can answer this one for me. I have a tornado and skills to have the ship base target range at 72km.
Installing a sensor booster and loading range or scan script does nothing to target range or lock speed.

My understanding is that it should be affective? According to the fit tool pyfa it should be out at 90km without scripts.

Yeah, the Sensor Booster has to be activated to give its bonuses. It's a bit confusing because there's a similar low-slot module, the Signal Amplifier, which gives bonuses to sensor resolution and targeting range without needing activation.

The same is true for the Tracking Computer and the Tracking Enhancer. The sciptable Med-Slot modul has to be activated...

tracking enhancer is a completely passive low slot module.
