Possible Tech moon Idea

As most of you know tech moons are a big problem in EVE because only the large alliances control the 64 moons make smaller alliances at a disadvantage due to the fact because they more likely than not do not control a 64 moon so that it makes it more difficult to make money in null due to this. Also another problem is that if your alliances owns a system with 64 moons more likely, as soon as one of the big alliances find out you have one your alliance is receiving war deck after war deck, or in the case of alliances renting systems, having to give up that moon to the renter alliances so that the renter alliance is making the money from that moon but the alliance renting is not at all.

My solution to the problem is why not make what type of tech moon different for each alliance. Here is how it will work, lets say alliance A scans a moon to see what kind of moon it is, and they get lucky and find out its a 64 moon. Then alliance B comes in and conquers that system the 64 moon is in, and they scan that same moon down and they get a 16 moon and not a 64 which alliance A got. I think this will help with the current problem because currently all the big alliances are owning and fighting for the current 64 moons, and with the current system more 64 moons are in more regions than others, and those regions happen to be owned by big alliances. With this system I created this gives smaller alliances the chance of owning a 64 moon because only they will know its a 64 moon as it only counts for the alliance that scanned.

first of all become bigger and stronger until you can drop them.
the bigger they are the harder they drop when the time is there.

one thing broken about your idea people will scan as long as needed until they have the correct moon results they want.

simply said i would waith with a cloaky dictor and bubble your hauler and pop it

the wreck loot or the killreport will say enough
hey look technetium ok boy this is your monthly resource gathering so we want this amount each month or ill break your tower and camp you to boredom.

this idea needs a total new aproach this mechanic holds to many variables that flaw the system.

tech is an R32 moon. It is also no-longer the one big moneymaker.

R64s are scattered all over the place. If you can't hold one, you don't deserve it.

Your idea removes conflict drivers, and is thus a bad thing. It'd also drive up t2 prices.

How would it work with NPC nullsec or lowsec moons?

How would you prevent people from conquering moons from their alt alliances until they got the ones they wanted?
