What is VIP mode ?

Probably stupid question, but exaclty what is VIP Mode? I thought it was CCP employees, but that's not true?

Its special access given to SHIELD agents and Nick Fury and his Avengers, Xmen sometime use it as well except they usually just take the blackbird to iceland to resolve eve matters.. hmmm since most of them are likely out watching Man of Steel.. then i take it's access level for Decepticon Soundwave who's asking Batman to bring help and some toilet paper.
