Actually, this just happened to me too and I understand why now.

If you go to the EON KB here, one of the first results on Google for "eve online api key" is:
https://support.eveonline.com/Pages/Login.aspx

Right on that page there's a broken link for API keys:
https://support.eveonline.com/api

That's a bad link and takes you to the landing page:
https://community.eveonline.com/

If instead you just log in, you end up here:
http://community.eveonline.com/support/knowledge-base/ <--- note this is just HTTP

On the left there's a link for API Key Management (identical to the "hover" link mentioned in the thread above):
http://community.eveonline.com/support/api-key/ <--- Note it is also HTTP, not HTTPS

This fails and takes you to the landing page:
https://community.eveonline.com/ <--- Yep, it's suddenly HTTPS now

If, however, you explicitly use HTTPS it works:
https://community.eveonline.com/support/api-key/

Looks like a bug to me... I distinctly remember this working more normally before.

Edit: something else subtle:
http://community.eveonline.com/support/knowledge-base/ <--- incorrectly shows you as not logged in, even when it lands you there from that login page above)

https://community.eveonline.com/support/knowledge-base/ <--- correctly shows you as logged in when you've authenticated already
