Seeing that you are in the Fed Navy Academy, a nearby system with immediate access to lowsec would be Villore, which you can go a couple jumps into Parts one way or one jump into Old Man Star another way, or go 3 jumps and hang with yours truly in Seyllin.

Can't wait to dual box my Dust toon and EVE toon on the same machine!

I'm actually trying (or at least I think I am) learning the skills necessary to fit a cloaking kit.

So, if cloaked, people can't see you at all even with probes? And you can stay cloaked indefinitely?

Red vs. Blue is also a good way to do some casual pvp if you don't have a lot of time to play cat and mouse in lowsec.

Generally the opposing side will be running around in cheap-fit frigates too and fights are never hard to find.

yes cloaks stay on indefinitely and are 100% probe safe.
you can get decloaked if someone gets close enough (2000m if i remember right)
but if you cloak on a safe spot where no one saw you cloak the chance of that happening is basically zero.

i also like to mention since i said that fitting cloaks gimps your ship and may not be optimal for pvp, there are some pvp ships that are ment to be used whit cloaks.
look into stealthbombers and reconships like the pilgrim.
they can be perfect ships for the fringe pvp'er.

Just quickly also pointing out, you can be decloaked by ANYTHING coming withing 2000m of your cloaked vessel. Including probes... But the chances of that happened are pretty slim...
