What Amar Race is the best for making a pvp Character?

I havent played in awhile and i am looking at making a new character for my friend to play with me. Seeing the account will be a gift i give him i am looking for the best set up to train Core comp improved or standerd then moving onto ships.

I haven't made a new character in a long time, so what I need to know is if the Amarr races differe in starter skills and ability points, and what would be a good set up to go.

I want him in a cruiser or BC. Again any help with this would be great. Thank you.

Since a number of expansions ago, all Amarr bloodlines start with exactly the same stats so it's up to you to pick one ..

No matter what race or bloodline you start off with, they all have the same attributes to start with and the starting skills are less than 24-48h worth. So no matter what, it doesn't make more than a day or two difference in ANY race or bloodline. Go for whichever looks best to you.

You can even make another race's character and train Amarr ship and weapon skills, it's just a few hours of sklills that you're missing as Caldari, for instance!

The practical differences between ANY bloodlines of any race can be measured in terms of a handful of hours of skill training.
Basically, create a character of whichever race/bloodline you find most aesthetically pleasing (or, if you're a more RP-minded individual, whichever backstory you're most likely to enjoy more).

You can't make gift account, that is against EULA. However you can make character on your account and then transfer that character to your friends account as gift (that costs $20 or 2 PLEX, and see character transfer rules in Character Bazaar)

Adding some extra emphasis to this. You would be much better off following the character transfer rules from the start rather than finding yourself (or your friend) in a problematic situation further down the road.
