Plex "Special Offer" -- restrictions?

I want to buy a PLEX to fund some in-game purchases, but I have a few questions regarding it. First, on the Eve-Online PLEX site, (https://secure.eveonline.com/PLEX/), there's a "Special Offer" for a PLEX for 17.49; in the same drop-down menu, there's a PLEX for 19.99. Is there any sort of restriction on the cheaper one? Is there only one of these cheaper ones per account?

Dunno about the answer to your question, but you might be able to save money by buying GTCs off a trusted website that sells them, then going in game and converting them to PLEX in game when you go to the menu when you hit esc. I think GTCs run like $34.95 or something like that on the partner websites. When you convert, you get 2 PLEX. Or that's how it worked the last time I done this a while back. Haven't done it in forever though. Might wanna check it out.

There are no restrictions. If you notice, there's also a deal for 6 PLEX for $104.97 which calculates out to $17.49 each.

All PLEX offers currently are about 17.50 per PLEX.

Normally single PLEX is 20 and other offers (2, 6, ...) are 17.50 per PLEX, so that 1 PLEX for 17.50 is only special offer currently. If you want to buy more than one then you can just use normal non-special multi-PLEX offers.
