In high sec systems, data sites haven't been spawning any rats as I expected to be the case when reading several topics on the new changes. In wormhole space though I still see rats everywhere. What are the limitations of there being no rats at a data site - high sec, all of known systems?

But don't quote me on that) This is not quite correct I believe. The old "combat" ladars still have the rats, Cosmos has sites like this too.
