IDEA: docked and un-docked window location persistence

Make it so that all windows remember their "in space location" and their "docked up location" separately.

Reason: The station services tab is big and obtrusive. If your "in space" window layout is significantly different to the default layout, the station services tab ruins it when you dock up and you have to move or minimise windows around every time.
