Because if they increased capacity to 3000 then 3000 people would cram in and you'll be back here whining that they need to increase capacity to 4000.

A person doing a hauling contract to Jita cannot drop the package off at Amarr. At least not if they want to get back the collateral.

Edit: This morning right after downtime I logged into my Jita alt. The system was TiDied to 14%. It bounced around between 10% and 18% in the 20 minutes it took to get my Obelisk out of system. Something was wrong. Until CCP gets it fixed, and are sure its fixed, there will be a low population cap.

I maybe entered Jita 5x since I've been in EvE, and it's traffic/lag/and local are good reasons to avoid it like the plague.

Honestly, cap it to 500, and diversify trade across the region.
