Tutorial agent not giving me equipment for mission

I'm working my way through the Exploration Career Tutorial and I'm currently doing the Magnetometric scanning part. I definitely accepted the mission, and I found the site but I was never given either the Civilian Scanner or the Civilian Salvager to access the container. I've checked my inventory and they're not there. I started a conversation with the agent and he basically told me he won't talk to me until I finish the mission. Am I missing something?

If you own that module ANYWHERE (in any station) you will not be given the item. I learned this the hard way some months back training up a new alt (response to a petition).

Check assets, it is likely in a station hanger somewhere.
