Do the racial ship skills like Gallente Battleship give any bonuses to your ability to fly the ship (like +% agility, etc.)? Or are they just there to get into better ships in the long run?

Do you suggest learning these skills?

The skills themselves have no inherent bonuses, ships requiring that skill have the bonuses built in to the hulls. Any race/ship class you intend to fly frequently you will want to have trained to level 5 eventually.

They do, indirectly. Each hull gives you different bonuses based on your ship skill level. Look at the description of the ships themselves, and you'll find them.
