Covert Ops

Hello mates

I need some friendly advice and tips on covert ops abilities as well as fitting recommendations for me and my cheetah. I have been working on my exploration abilities and spend most of my time finding wormholes in hisec and exploring and exploiting them with my corpmates. Rare ore deposits mostly but we like to occasionally take on sleepers and salvage. This however, relies on me and my abilities to scan and scout our targets. I want to move up in the world and possibly scout our prey and recon info of their ship and cargo.

Here are my questions:
1 can I remain cloaked and ship scan and cargo scan my opponents? Would I have to use a passive target system? What would you suggest?
2 what is a good fit for a cheetah?
3 am I being to bold as to thinking my ship can be well rounded enough to scan and gather Intel on w.holes, ore sites, and PvP ships?

I am a above average scanner and my skills are always improving this field. I have read the Complete Unknown and other guides to wormholes and scanning. However these sort of questions call on more field experienced pilots. If you need any I do from me I will be happy to obliged if it means helping me improve. I thank you in advance for any useful information.

1. No. You need to target a ship to activate any kind of a module, and you need to uncloak to target something.
2. Depends on the role. As a cookie cutter, the basic modules are an expanded probe launcher, cov ops cloak and a cyno in the highslot, propulsion, point and ewar in the mids and fitting modules in the lows.
3. I'll assume you mean 'probe other ships down and tackle them', in that case, it depends on your support gang's response time. Another way to improve this is to fit Remote Sensor Dampeners with Scan Resolution script on your Cheetah to make your target target you back less quickly. Another alternative is using a cyno to bridge people on top of your target when you find one, be it either Black Ops or Titan fleets.
In either case, a Rapier is a better ship for that role, so I'd suggest you to get one; the only thing lacking being a probe strength bonus, but if you have decent skills and some experience in probing your targets fast, that won't be an issue.
