I get this error:

You cannot undock because your ship has too many turrets fitted, it has space for 5 turrets but there are 6 present.

You need to unfit the excess modules to make your ship flightworthy.

However the fit I am using is only using 5 in the high slots.

And when did the vaga go down to 5 highs?

I did not get an error like that when I undocked my Vagabond this morning. My normal fit works just fine.

CCP should add more NPC 0.0 space to open it up and liven things up: the Stepping Stones project.

Found the problem, you got a web and no point. This registered an error in the pvp protocol.

I once had this problem with a wolf. Filing a petition will help sort it out, but my issue resolved itself after DT.

I've had this happen before. Strip everything and refit. It should go back to working. I'd file a bug report beforehand though.
