They're obviously ships without capsuleers in them.

The station management is clearly optimizing hangar distribution and is therefore moving several ships around.

They only fly them in stations, as you can see.

NPCs aren't very bright.

Erm

If you actually look closely its a domi and a brutix next to each other and there moving towards the left to Scotty's space wash.

However the tempest has just come out of there and as you can see most of the bits have fallen off and the wings are damaged.



And then it happened. Massive, eerily green blasts erupted from seemingly nowhere, and an Amarrian Apocalypse went up in flames.  "It was a Jovian Mother ship".
