Why not make EVE more 'factional'?

Just a suggestion, up for discussion and debate, but why not make eve empires and factional space 'feel' more factional and real. I don't know about you, but I think that besides the EVE fiction and stories, the game feels nothing like this. Fly into caldari space, and beside the difference in stargates, and some coloured nebulas, you wouldn't be able to tell the difference between this and Amarr space. Sure, its hard to create an atmosphere into the game, while still allowing EVE to have the great sandbox that it is. We don't want to change the game balance too much in ways that would make it dis-advantageous to some different regions of space. But at the same time, I really wish the EVE cluster in the game, felt more like the EVE cluster that we read about in the novels by Gonzales and the other CCP contributors. And less like a big WOW universe where everyone is just trying to 'win the game'

Ok, so before this becomes a TLDR thread let me throw some ideas out there to consider. Some of these WILL change the gameplay a bit, but I don't think it will be changes that will be completely unpalatable or unreasonable.

1) Make most of the stations in a certain region, be of the faction in that region. So in Amarr core worlds, ONLY amarrian designed stations will be found, and as you move further out, you will find some Caldari ones (as they are allied) and only on the respective border regions will you find the rare Gallente ones, or Minmatar. Sure, I know why CCP evenly distributed them around the galaxy, its for mission runners and standing grinders with corps, but I think if somebody wants to grind for Kaalakiota, then gosh-be-gone they should grind in Caldari space and in areas (according to canon) Kaalakiota control. It just breaks the 4th wall of the mystique when I see Gallente stations in the middle of Caldari space etc.
Maybe they already are to an extent, but pick a corp, and they seem to have at least a couple of settled systems in each empire's space.

2) This one may prove contentious, but it will have the biggest 'feel' effect. Make a factions ships be manufactured in that empire cheaper. Ships manufacturing should get a discount in materials if manufactured in the empire controlled areas. This should apply to T1 hulls only, and T2 construction components which are of that race.
A discount in manufacturing time or cost should make ships of that race cheaper to find in that races region of space.

Of course, I think if most manufacturing happens in null territories then I don't think this will necessarily work. I'm betting that most T1 manufacturing is done in empire space though.
