T1 Logistic Frigates need a balancing revisit:

They are not useful in their current form:

* slow to get away
* poor range to avoid damage or get away / apply reps
* high signature for a frigate
* miserable tank even for a frigate
* of the frigates both the bantam and the navitas are worse than the amarr and matar counterpart in every regard


Currently their only marginal use is for frigate only FW complexes. Unlike their T1 cruiser counterparts their design clearly has been a failure - nobody uses them (which can be verified by the market numbers).

I would suggest either a higher rep range or a speed/tank upgrade.
