Change requirements for Ice Processing?

I've been testing out the new ice anoms on SISI and it struck me, the requirements for Ice Proccessing(refining) requires Refinery Efficiency V to train, something ore doesn't and perhaps something that could change to IV instead?

This would make more use of the Ice Processing skill which now (in highsec) doesn't require to go beyond lvl 1 for perfect, but still enables those who want to train

Spitballing:
This also opens up for "Modulated Ice Harvesters" where you could use crystals to speed up harvesters even more.

If you wan't to make the Venture enabled to mine Ice you need a small and fast miner, simple solution: divide the ice block size by 10 and increase the yield from regular harvesters by a multiplying by 10(yield remains the same), also change the refined items to 1/10 and reduce the rorqual compression bluprints time and materials by 1/10, multiply ice units in the new sites by 10, -> we are golden! or rather back to normal...
