I think this guy needs to look up what "mercenary" means.

DUST: "Halt! We are being paid to protect this planet from the Angel Cartel!"
Angels: "Here's a cheque with your name on it. Fill in whatever amount you want."
DUST: "Enjoy your new planet, Sir!"
Angels: "Pleasure doing business with you."

Not quite the situation. The Thukker aren't paying these mercenaries to protect these planets, they're just saying "Here's a bunch of free districts, go crazy." So now these mercenaries are protecting their own territory that they own, and the Thukker hope that will discourage the Angels from attacking the planets as that would mean attacking the mercenaries.

Free districts that have little to no value, and are thus of no interest to mercenaries to claim and own in the first place, as they'd be just problematic luggage. I think ms. Luftschreck's proposal has a lot less logical fallacies there.

Oh, no, they have value. If I am not mistaken, it lets them produce their own clones amongst other things. That could give them some more autonomy. Also, ground based infrastructure could have ramifications for local orbital infrastructure such as that used by capsuleers, and the two groups are able to collaborate (and some capsuleers have been supporting ground operations in border zones for international warfare), so these districts are likely going to be of some value as joint venture.

I actually wonder if the Thukker Tribe is banking on this collaboration to bring additional capsuleers as well.

MOLDEN HEATH – Within the first ten minutes of the Thukker Tribe opening planetary districts in Molden Heath to cloned mercenaries, every district set aside had been claimed by independent corporations. Individuals continue to arrive by the thousands as they fortify their newly-claimed districts and prepare to sell their skills to the highest bidders.

Entire planets have been claimed by corporations such as SVER True Blood and D3LTA FORC3, while others are split between many different corporations. Already reports have come in that several corporations have planned assaults on rival mercenary groups in an attempt to claim more land for themselves.

The Thukker Tribe, however, is dismissive of the potential violence between corporations and instead noted the positives. A representative from the tribe said, “Within hours of us announcing our plans, local chatter from the Angel Cartel increased ten times over. The Republic Security Services has told us that many of them are highly worried about the presence of the cloned mercenaries and the capsuleers they will draw into the region.”

The Angel Cartel itself has not made any statements on the matter, but reports have come in that several Angel Cartel ships have been seen evacuating the region. However, other reports show the Cartel continuing to engage in criminal activities inside Molden Heath.

The Minmatar Republic has similarly refrained from making any official statement on the Thukker Tribe's invitation.

Seems the flood has already come AND gone. Just like I suspected, though the prescence of boots on the ground is a concern for pirates, the main thing that worries them is the potential for more capsuleers to be drawn in to Molden Heath.

It will be interesting to see how things progress over the next few weeks.

The districts do have great value to Mercenary Corporations, or even hybrid corporations as the law currently dictates that monetary transfers between Capsuleers and Mercenaries is prohibited. However with this new development Mercenaries whom own a district now have the ability to passively accrue ISK on a level they never had before. I am not sure of the specific numbers but I believe that each district earns something along the lines of 20 million ISK per cycle (im not sure if the cycles are days or weeks).

If you look at SVER with its entire planet of eight districts, that means an influx of 160 million isk per cycle, and while this may be a small sum to a Capsuleer corporation, this is a huge amount of money for a Mercenary group. In our Corporation our average Merc runs with between 40k-210k worth of equipment on one Clone, and they usually run in groups of at least 3. If each of those three are equipped with say 40k worth of gear, and each loses say four clones, that is 120k in loses. Each battle that they run pays usually 200k plus, so they have netted 80k in profit.

Districts allow a Corporation to lessen, or altogether remove, the financial strain on their Mercenaries and even encourage them to take risks that perhaps they would not have taken on their own. For example, becoming a Tanker or Pilot is not only costly in the terms of training costs, but also in fielding a well fitted Tank or Dropship and if left to your own earnings becomes a cost that if you have a few bad contracts, can be bankrupting. However if a Corp can "eat" these costs for a pilot or driver it allows for experimentation.

MOLDEN HEATH - According to reports from Republic law enforcement, the Angel Cartel has begun to experience a downturn in fortune within Molden Heath from a combination of cloned mercenaries, Thukker Tribe assets, and elements of the Republic Fleet. While the Thukker Tribe and Republic Fleet have been active in Molden Heath for years, the newly settled cloned mercenaries have enabled them to refocus their operations...

Looks like it's been a success so far, excellent news.
