How many upgrade points does each FW faction need to have to get a tier? Is it a flat number for each one? And its a fraction of some random total number, right?

It looks like it might be around 250 ish?

so you'd need >20% of 250 to get to tier 2, >40% for tier 3, >60% for tier 4 and >80% of 250 for tier 5?

Your percentages are right but I think the total points are different. I think its 420 for amarr/min(6 points per system x 70 systems) and 600 points total for caldari/gal (6/points x 100 systems.)

I might be wrong on this though.

Up to 5 points for upgrading a system.
Max Total: 6 points/system * Number of systems in Theater. For Caldari/Gallente the total is 101 systems.

Tier Levels:
1: <= 20% of Max
2. 20+%-40% of Max
3. 40+%-60% of Max
4. 60+%-80% of Max
5. > 80+% Max
